To make Southern California independent from needing water from the Central California Valley, the plan is to build (12) inland desalination plants near Quail Lake to supply 600,000,000 gallons per day to Los Angeles.

Additionally build (4) inland desalination plants near Warner Springs to supply 200,000,000 gallons per day to San Diego.

All plants would be modular and this volume could be expanded to supply the entire Los Angeles and San Diego demand from plants in Southern California, leaving all of the water from the Delta and the water produced in the Central Valley available to be used in the Central Valley. If the demand for Southern California could be produced locally, the Wheeler Ridge pump station could run at idle merely to keep the canal in operational status.
